Consents, Concessions and Submissions

Managing concessions, resource consents and Government submissons for the Ruapehu Region

The Pae Whakaha team manage concessions, resource consents and Government submissons for the Ruapehu Region whilst also understanding and attempting to influence legislation changes and the impact on our iwi settlement.

They also advise on Te Totorahoe on how to protect Treaty Settlements. Decisions on consents, concessions and other permissions are made in accordance with our Taiao Management Plan. Approval of concessions and consents often require cultural safety considerations, inductions and whakatau, accidental discovery protocols and monitoring for both cultural and environmental compliance. All these are organised by the Pae Whakahā team.

Some consents and concessions are major projects that require negotiations and ongoing work with the consent or concession holders. Examples of consents are the road works on the Te Ore Ore slip and the proposed Manawa Windfarm.

Examples of concessions are Ruapehu Alpine Lifts, and now Pure Turoa, who took over in April 2024. Pae Whakahā maintain relationships with PTL and with DOC, to ensure that PTL remain compliant with their concession conditions and with any subsequent works orders.

Pae Whakahā have been working with the WPI pulp mill and saw mill, now closed down, on their remediation project and in establishing a wetlands. We are still engaging with WPI on their consents process for any new buyer.

The framework of our Taiao Management Plan is based on the structure of a whare. The utilisation of the whare to structure the plan is likened to our eponymous ancestor Paerangi-i-te-Whare-Toka and his House of Stone. Using this analogy allows Ngāti Rangi to have a strong conceptual base to develop our Taiao Management Plan.
